Nuclear Weapons in MGSV:TPP

I've been searching the internet and no one seems to know excatlly what they do. I understand that people with low heroism and without nukes cant attack.
But what isn't clear is what if someone, with a nuke or with high heroism, attacks and fails? Can you actually nuke them? and if so what actually happens does it destroy the whole FOB, a platform or just the staff? Also can you just use them on anyone regradless if they invaded you or not?

They're a "level of entry" limit on anyone who hasn't completed a certain segement of the game. The lore justification is "it's a deternant against competitors" But it really just opens you up to attack with anyone who's played a bit more of the game.

I heard you need to reach their core in retaliation and you both need to be nuclear equipped. It might be bs though as I've never tried it, I always disarm all I steal.

See now thats sound reasonable but so much misinformation out there epopele were saying it just completley destoys the FOB, and i thought that would be insanly harsh.
