I wouldn't put that past him.
He is the worst demon than skullface or venom, he manipulated those who claim themselves as demon. And he is even able to fooled the player, simply because of his innocent looks.
I guess he is worthy of being called arch demon.

By the way did they ever explain how Venom and Boss went from being great leaders to....supposedly bad guys?

I'm guessing that the phantom Boss becomes the Boss from MG1. It would explain why he becomes a demon moreso than the real Boss; all the ♥♥♥♥ he goes through here in TPP (Shining Lights, Even In Death - child soldier rebellion - Huey's traitorous nature - losing Quiet - etc).
Then the real Boss is in MG2, and is thought to have been killed by Solid Snake, but instead falls into a coma until the events of MGS4...
