How can a small and skinny african child escape a gigantic base surrounded by water and end up in Afganistan?

Did the eagles took them there? But then again why didn't they take Frodo to mt doom instead?

Snake is not the only operative from mother base. Intel team members are out in the field (from cassette tapes)
