D-Dog battle dress

So I'm just going though and upgrading thing I missed, and I'm trying to get D-Dog's battle dress.

I guess my staff roster was getting full and it let go my first materials specialist, so I replayed mission 26 for another materials specialist but the battle dress wont unlock. It says all the requiremts are met but the materials specialist.

Is this a bug?

Make sure the specialist is assigned to the R&D team.
