Alternatively, if you just go to the MGS:TPP main page, ( http://www.konami.jp/mgs5/ ) then click the "GLOBAL" button. On the main page click the "FAQ & ENQUIRIES" button at the bottom of the red left menu. This will open a new tab where one can find answers to common questions.
At the very bottom of the FAQ page there is a box asking "Is the problem solved?" Clicking "No" will direct you to an options box where I'm assuming the "Malicious Acts" button is the right department.
To complete this form you'll need to find your "Enquiry ID number" which is the same as your "Contact ID." It's located in the pause menu under the "CONTROLS & MANUAL" section.
I'm sure you can all figure out the rest from there.

I am pretty thief, also known as prettyboy. I created a group called MGSV Cheaters awhile back with the intention of collecting information on cheaters. This includes listing their steam profile (by id of course), evidence and other details.
Since March, I begun to report on average 3-5 cheaters a week, sometimes more if I had a nuclear weapon. I would record video, upload photos, everything I could that would undeniably prove that somebody was cheating. I would attach all this to my report. When it came clear that I was running into the same cheating individuals who were continuing their actions with no penalty, I decided to contact Konami directly. This was the e-mail I received
This was two months ago and I have yet to see visible action taken against active and well known cheaters. Even cheats such as Ragnar Lodbrok who would try to deny it, no longer hide the fact they cheat nowadays.
With the announcement of new content, I briefly became optimistic that there would be some changes, I was wrong. So I have come to the following conclusions
1) The anti cheating support is a small part time task force that is not properly equipped to handle such matters
2) It's little of no concern to them because...
I am certain many cheaters have bought MB Coins. So taking offline the 50-60% of the PC player base that has either A) Cheated in single player and quit, or B) Continues to play online and cheat, they are risking a loss of profits. In fact, the only time I think people may have truly been penalized in the past 6 months is when there was some exploit to get MB coins without paying for them.
There is also the issue of how PC servers are ran in contrast to PS4/XBONE. When you defend your FOB from an invader, the invader is actually hosting the server. So that means you could be connecting to somebody from Australia to defend your own FOB and you'll get all that comes with that. From what I understand.. and I could be completely wrong, the console versions use dedicated servers as do most online games. Players connect to the same server rather than a local one. This allows easier moderation, cheat prevention and of course better latency.
Cheating will probably never go away on the PC platform because it is not their target platform.
I actually had more to say on this, but you get the idea and time to go to work :)

Online can be a bit quite sometimes now, but there's still plenty of PvP going on if you know where to look.
The average number of active players each month has remained in the 2000 - 4000 region contantly since March 2016. MGO is virtually completely dead though.....

TL;DR If you came here to find out more about hackers, there are a ton of them and Konami no longer bans them and doesn't offer anti-cheat.
As for the revive, this is the most popular post on this subject and I want players to know the situation before they post about hackers. And Konami, ♥♥♥♥ YOU. You took one of the greatest stealth-action games of all time and turned it into a haven for cheaters and gave the middle finger to your dedicated playerbase.
