Only unlocked 136 side ops?
So I've completed every main mission, including the repeasts but excluding 46, yet I still only have 136 side ops. How do I unlock the rest?

did you complete all side ops? new side ops will appear eventually when you complete the others

All of the other side ops have been completed.

Side Ops 136 is Eliminate the Wandering Puppets 09, at Da Wiao Kallai, you'll just have to do Side Ops until it appears. I recommend doing ops that are at/close to the same area, then leaving by chopper and hoping it appears.
