As for the protection level of your FOB platforms, that's tied to how well geared they are, how many defenses you use and how many staff are protecting your platforms.
Mission 12, Mission 19 and Mission 48 are all great missions with high concentrations of the highest ranked soldier you can currently find, if you need to do a bit of farming.
The game never says so per se, but Zero Risk Security (the blue, professional looking guys) are the highest quality troops you'll find in the game, and have more chance of turning out more S ranks. S rank soldiers be found anywhere of course, even in Afghanistan during Mission 1 once you've progressed enough, it's just ZRS are end game units and thus get saturated with more decent troops and thus have a higher S rank count per squad than others...if that makes sense? (probably to help you rank up as you near the end game)
And yes like others said, the security team is basically another waiting room as far as Kazuhira is concerned. He'll try putting people in there with high combat skills, but he'll also prefer putting those guys in the combat unit first. Only when you've got a combat unit full of S ranked soldiers, will you start seeing gains automatically in the security team.
