Report a translation problem
Most of my S ranks came from that mission (I forget the name) where you have to locate the ZRS secret meeting, in that little swamp valley thing, if you recall. It has a gunship flying around and you have to extract the commander...there's like three 4x4's there when the meeting begins. I noticed a lot of the soldiers there had S rank stats, and a sleep gas dispersal followed by zealous use of the Airshock Rasp got them all quickly.
Thanks for the post by the way, I'll check it out when I can. I've been looking for a reliable farm for them and I had a feeling the methods I used weren't the top end one anyway. It's great Miller automatically kicks out lower tier soldiers too, because I'm right on top of having the maximum amount of soldiers all the time (something like 30 spaces free when there's no new ones kicking around) so auto dismissal of the S ranks would really suck.
Also I'm pretty sure Extreme saturates the world with more higher tier soldiers than regular missions. I've recently been task hunting, and Traitors Caravan on Extreme it seemed like all the soldiers in the last camp had an S rank in something. So Extreme missions are probably the way to go, for sure. You can simply sprint by the Skull Snipers on Code Talker, right?

You know I didn't progress with the game (stopped at mission 40) to make sure Quiet is not goner so I can't do that mission yet. Unless someone finds nonmodded way to return quiet back.
But I'll replay mission 28 and post what comes out of it.
(Basically saying the mod just lets you customize your emblem again and keep Quiet... that's not gamebreaking, lol)
I do it a little different.
1. Kill only 3 skulls.
2. Go full stealth and go get code talker. It can be a pain getting out the front door of the mansion, but put him down nearby and lead the puppets away and you won't have a problem.
3. Once out of the mansion, I put him under the bridge at the exit to the map.
4. Go kill the last skull. (She will usually be near the bridge and rarely back in the jungle, if she doesn't spawn run to the mansion and back again)
5. Ta-da! All of those puppet soldiers are perma stunned and you can take as long as you like.
I only now need A++ soldiers and above and usually extract about 55 A++ and 6 S ranks, but I think it depends on how developed your base staff are (My base is fully developed and every department is circa level 50 and heroism is 250k. I have no FOB, so that is holding me back).
The stun effect lasts as Cyanx noticed - about 5 minutes. Not only in this mission but in every other too where skulls turn people into "puppets". But it's enough to collect all of them.

One thing more. S soldiers at the battlefield do not care for level of your departments. Apparently only motherbase level (4/4) and your game progression counts for their appearance.
