Just use Quiet. Set her up ontop of the hangar or the tall observation tower (she will probably switch between the two herself) and run around for a while until she whittles them all down to low health. The key is to keep moving and sprint in and out the hangers and between crates so their rocks don't hit you, if they try to attack you with a machete strike just dive out the way and keep running.

I use a Lvl 5 WU S333 revolver. Takes 2 shots to the head to take out their armor, 3 shots if you aim for the body. With the quick reload upgrade for the prosthetic arm I can get about 6-7 shots in before one recovers and dips off to cheese me with there OP gun.

Rinse and repeat til they're all dead.

Its a touch ♥♥♥♥♥ of a mission i know. And what makes it worse is you have to do it again later in the story anyway.

Lol. Alright here is the Easy mode:

Equip D-Walker with a gatling gun.
Start the mission and select D-Walker as a buddy
Skip cutscenes and mount D-Walker
Shoot them with the gatling gun on your D-Walker
One minute later extract the doc

Congratz on S-Rank

Heavy machine gun and rockets. Kite them around the buildings in the back. There is also a quicktime event when they close to you and attack, make sure to take advantage of that as it stuns them so you can go ham on them. You will have to call in supply drops to replenish ammo.

+1

We really need a sticky where it'll be written:
A mission with skulls? Walk over them with D walker!
I used The ALM 48 Machine Gun. Even body shots did a lot of dmg.

I just hid on a roof and like that guy said let quiet do the work total cheese but it worked

I just, you know... shot them to death.

First kill all the Puppets, then ONLY shoot the ones WITHOUT armoring skin, weakening them. If you try to shoot the full hp armored Skulls, you will do practically nothing, but a weakened Skull's armored skin will chip/take damage much easier, allowing you to break their skin before they can really fight back. Use Quiet if you find them too much to take on alone, as she can usually distract a few while you work on the others.

Above all else, DON'T STOP MOVING! Getting knocked down a few times with a melee attack isn't too bad, but being knocked down while being surrounded by Skulls is NOT! Use cover, lead Skulls into areas where they get blocked or can't easily Mist into range, and you shouldn't have a problem.

Hell, if people are fine with a A rank D-Walker could be the best option for any extraction mission, since it just takes one pop with his fulton launcher and mission is over. He even makes Backup Backdown a trivial thing.

I used D-Walker to take out about 3 of them, but I hadn't upgraded my ammo capacity, so I had to hop out and take on the last one with a machine gun, I forget which one. I had him almost dead when he hit me with an attack that left me injured and near death myself, but I was able to use the slowmo from that to aim every single bullet of the rest of my clip straight at his face, and I just barely took out the last of his life bar before he was able to deal a finishing blow on me. It was such a stressful and awesomely cinematic moment, so much fun.

He's doing the rock ones. Also I think letting the Skull snipers live makes that mission incredibly easy to S rank, not to mention getting past them is a breeze.

Dwalker sidestrafe.
You know how to sidestrafe with Dwalker?

Start "sprinting" and then aim. While aiming and sprinting, keep moving to the sides with your keys (I use a controller)

Find cover and aim for the head with sniper, that's how I managed to kill them.
