1st of all you should lower "Effects" video option to High , its causing instant fps drops on Dust effects (like jumping to the ground etc). And at that article you can see what Video options causing most fps drops, and adjust the settings by testing them 1 by 1.

Not sure if this applies to you, but i know if i turn of V-Sync on the game and i am running it on my 144Hz monitor, my FPS drops like a rock from a steady 60 to low 40's. So if you have a non-Gsync 60+ Hz monitor try turning on V-Sync"
Try disabling V-Sync too
Only setting I dropped was effects this very demanding at 1440p and with that I have locked 60fps. Vsync is also off
Your 980 should handle the same.
Finally figured out what it was! After doing some testing I found out that it was my CPU that was bottlenecking the framerates because it was in some sort of power saving mode. It wouldn't recognize the game was running so would only run at 1 ghz vs the 4.6 ghz. All is well now and I can finally play the game at 60fps.
