All in all, it looks all right, but it utterly useless. Also, used in missions, it renders you unable to get more than a A rank.
But as you mentioned, you already run faster with the arm upgrade (don't know how much faster, just a bit less than with the raiden suit)
It's faster, yeah. But not by much. I didn't feel it was worth giving up the bonuses from the hand, and the white lightning/static really ruins it for me either way.

Not really worth it.
Just for fun try using a different soldier now that you are used to that boost of speed and you'll see how slow his movements seems haha
So at that moment they will stop for a second and you will have your chance to fulton them.
Take mission 9 back up and back down , and mission 45 "a quiet exit" as an example.
I'm pretty sure it is just the same as the Gray Fox one, which is the one I have experience with
Yeah, you can use sonar, and you still get the benefit of passives (picked plant, got 20) - so, while you cannot use your arm, you still have its abilities. It doesn't seem that the sprint speed bonus stacks though.
