Stealth Camo?

I saw someone on youtube with a stealth camo that uses solar and kinetic power to recharge itself, essentially an infinite invisibility device that simply needs to be recharge like the nightvision goggles...

My question is, how do i get this?

Can be unlocked from R&D for about 300K once your R&D hits 22. Limits mission completion to an A, like calling in an airstrike.

Since you have played 30 hours gameplay of MGSV TPP, you have to increase your R&D staff

is there any negatives of being capped to letter A completion? What item unlocks would this prevent me from getting? etc

There is no items or blueprint to be acquire, you need your R&D to be level 22. You need nothing beside a Level 22 RnD

you wont get some emblems i think and you will miss out on the raiden outfit.

No, the only thing you lose out on with a "S" rank (the only rank above 'A') is bonus points and the "S" ranks needed for 100% completion. Content wise, you miss out on nothing much

Also, there are 4 items of stealth camo. 1 charge, 2 charge 3 charge and infinite. The 'rechargable' one is obviously the infinite.

Wrong, in order to get the Stealth Camo version the OP is refering to, R&D needs to be lvl 60 and you have to acquire Emmerich's notes after a certain event.

^ This, you will be capped A if you use SC during the main missions.
