How can i unlock the Mission 45?!!!

im stuck. all missions complete. side ops %75 complete, but still i cant unlock the mission 45. can anyone help please.

Upgrade Mother Base and its platforms as you keep progressing to unlock Mission 45. (Accessing Mission 45 also requires you to complete Side Op 150)

In order to unlock Op 150, you'll need to fulfill the following requirements:

• Do not kill Quiet in Mission 11: Cloaked in Silence. You need to keep her alive.
  
• Quiet must be battle-ready, and no recuperating.
  
• Max out Quiet's bond level with you.
  
• SPOILER You must have seen the cinematic cutscene at Mother Base in which Huey is exiled.
  
• Do not use the Butterfly design on your Emblem.

I have the butterfly emblem, just completed the entire story and unlocked mission 46 without even needing to complete 42, 44 or 45... Spoiler: and I still have Quiet as a buddy

I got 46 without doing side op 150 or Mission 45. I dunno how but I wanna do mission 45 just to get quiet back.

You forgot the most important piece that everyone misses

• You need to have listened to all tapes marked in yellow

Quiet is gone & i don't have #45 or #46.
I completed every mission & my FOB's are pretty above avg.
Most of my gear is tier7
I just listened to every tape in yellow & then every tape & got the 90% achievment.
~I just redid the Quiet mission hoping she would come back but she never did..
~~MY THINKING= is my bond wasnt maxed when she left..
Bah! i really like trying to steal all the tanks on that Quiet mission...
*If anyone knows then i'd appreciate it.

You can get quiet again by replaying "mission 11" 10 times in a row
