Storywise, it is the last mission, though it should not have been. There should have been much more in this game than we end up with, like, an entire chapter at least, "Chapter 3: PEACE". But as it is, the game can be considered as complete (you have to watch the mission 51 on youtube though)

Kojima was sorta fired. I imagine any DLC would be Konami sanctioned fan fiction, much like Fallout 3.

For some reaons i cant access mission 46. My mother base is rather large, i have completed ALL missions and all important side ops. I have finished quiets story. Why isnt mission 46 unlocked at this point?

Just replay a few more mandatory mission (3 will be enough) and it will unlock. (It should also unlock after 5 side ops if you prefer). Source: the piggyback collector guide.

So i just keep slamming the missions? Ok i hope that works. Though ihave been doing that for a while now. By mandatory missions, do you mean any mission or any STORY mission?

Sorry, it might be more than this: You have to finish mission 41 to 43, listen to every yellow marked tape, and finish the side ops related to the child soldiers, and THEN finish either 1 mission or 3 side ops. Source Piggiback collector guide.

There wont be a DLC for chapter 3 any time soon, unless it has already been developed.
Kojima Productions have parted ways with Konami. If there is to be a chapter 3 DLC, Konami first needs to hire several developers, and even then a chapter 3 DLC wont be their main focus. With MGO3 set to release over the coming months on all platforms, I can imagine they will do their best to ensure a stable and great launch.

late response but whoever is looking for the answer you need to listen to all yellow tapes or at least click through them
