I youst redid the mission where you get him. I'm back in the chopper and I am checking my staff and he's there but with an x in the little box next to his name and it says i have to put him in r&d to make use of him but I've tried all the onscreen commands and it youst gives me a "denied" sound.

I've no idea.

I really don't agree with some of the games mechanics, so I guess do a few missions and youst wait for it, sigh.

Maybe if it wasn't troy baker ocelot he could actually get some torture done, would make those guys turn real quick.
