Materials engineer?

I need one for quite a few things, but I can't find one. Anyone know where you can get one, or do you just abduct a bunch of people with enginner skills?

LIngua Franca mission, he's in the Northwest part of the "Village" in a Tin Shed.

If you look at the missions list, on the right hand side above the map, it will tell you what skills people in the mission AO have and what blueprints you can find in that mission as well. I know that the mat. eng. is in one of them, just can't remember exatly wich mission it is.

it's a shed with tin walls and a concrete floor. Hard to explain, I should jump ingame in a bit to show you.
