Downloading a GZ save. He'll show up as a volunteer after Mission 3, I believe.

Either by uploading ground zeroes save files or one of the prisoner extraction/unlocky dog side ops, I got him from ground zeroes but he still showed up in one of the side-ops, can't recall which one.

I think u need to rescue him in MGS5:GZ, and then uploade your savegame.

Alternatively there is an SideOp where you can get him too. I think it was one of the "Prisoner extraction" Ops

Yeah, I got the name of the mission, it's side-op 112 Intel Agent Extraction.
