I agree that DLC is unlikely, but there are still possibilities to add the game ending.
As far as i know, the resources the game need to create a mission is only some script and audio files to construct cinematics. Almost all big-size resources to create final mission are already in the game. Unless the ending mission exist in a completely different map.
