Ah! I know just where to find him. Do mission 38, Extraordinary, and go to Outpost 24 which is to the Northeast of Spugmay Keep. You'll find a prisoner in a building who has the skill.

When you select a main mission in the menu the map that shows the deployment zone also shows what kind of specialists you will find in the area. The one you are looking for is in that 15 min mission where you have to destory vehicles. He is on a mountain pass at the south part of the map.
