Huey Emmerich metal gear development?

I wasn't paying attention when the scene weas talking about how huey can develop a all terrian vehicle or tank. Excactly how does the development work?, is it like metal gear ZEKE in peace walker, if it is, I don't think I see the option for the development of the project.

No it isn't; those are walkers you pick up along the way. It is solely there for plot purposes.

It was meant to be controllable in game, but was considered over powered and cut. That's why it''s odd they put so much effort, including a few cutscenes, into something that you never actually see, and can only use in the combat ops.

No, there really as dispatch missions that require the battle gear.

For example: I am looking at Secure the Bridgeheads and I see both the walker gear icon and the battle gear icon.
