From what I gather you can lose any/all of your staff or resources, regardless of what you choose to place there.
All I know is I lost my cybernetics specialist while I was offline last night, and other than the login message saying I lost stuff there wasn't even a log of it happening beyond looking at my former/kia list.
Again, you have to work in order to get it, so I'd say its fair game, yes everyone really hate FOBs, but I do like it, just remember to lock your important men like specialist and translator and you good
I only finished chapter 2 i have around 50% of the game done, my MB count like 900ppl, the waiting room is full and I have tons in jail as well, even if I lose all my staff in defending, I just have an army waiting to get in, I don't really why I'd get mad at how FOBs works
