RIOT SMG vs Helmet/Armor Vest

I just came back from Unlucky Dog 1 and for it was the most difficult side op of the game. Facing off with unknown numbers of enemies plus some of them are wearing helms and armor vest. What would be a good thing to do/use to counter those enemies? I don't want to result in killing them (I know sometime I will have to but as much as possible, I want to know if there are any alternatives)

It is possible to shot into their face with a tranq round, but it's luck-based business if you aren't right in front of them. If you don't have any feasible Non-Lethal weapons at hand: CQC! Preferably in bad weather conditions.

Sneak, knockout, carry 50m away from the nearest hostile, fulton.

You can still unload bodyshots on people with vests and stun them, it's Riot Gear that's an issue. For them CQC or DD's stun/kill command works fine. Haven't tested it myself but I imagine a sleeping grenade might work as well.

This is what I did on that mission, I fulton 9 soldiers but the problem was those damn guards, I was able to fulton the others and lure half of them but some of them came back inside faster than effin sonic while I was already carrying the Prisoner

If I have DD, will he be able to sense those guards? I seriously can't mark them even after interrogating one or two of them, they didn't appear in the map. They just swoop in when I was about to exfiltrate.

DD can detect damn near everything, even the wandering soldiers using stealth camo and Skulls

Sorry for being an ass.. thanks for the tip Herjia! that was literally my problem. Those guys didn't appear even after I nearly fulton every one. so the RIOT SMG is nothing against those armored dudes huh?

Nothing short of a rocket launcher can stop a riot gear person head on, need to be creative.
