Armored Balaclavas?
I saw it on a fob earlier, how does one go about getting those?

Combat Unit Staff and Security Guards can wear them on Grade 4 Sneaking Suit and Grade 5 Battle Dress

Also they'll use the sneaking suit when set to non-lethal, and the battle dress when set to lethal. You can change the tech level of the equipment in the advanced options in security.
