You can even carry more ammo and your defense's stuff member can use it: a good reason to develop it.
I think that it wasn't meant to be an anti vehicles rocket launcher, just for choppers... and Skulls.
The grenade pistol also gets kind of obsolete when you equip underslung grenade launchers. The only real advantage of them is that you can have a shield up and use the grenade pistol at the same time.
If you're going to be noisy, the shotpistol is probably the best bet.
Why on earth are you going to need a scope on a sawed off double barrel shotgun? Kind of funny.
edit: stun magnum too, so good
Honorable mention goes to Riot SMG, which in combination with shield has allowed me to fulton a few invaders throwing much more lethal firepower my way.
