How do I play as a female character??

I was looking around and all I was able to find was that the only characters you can choose from are the top 60 best people you have in your combat unit. Well the problem I have there is I have over 60 highly skilled MALE staff locked in the unit and I can’t move or dismiss them.
So how do I play as a female?

I would also like to know if and how to raise staff members skills and levels!

You need to rescue a female prisoner, once they become part of your staff assign them to the combat unit, then during deployment under "character" click on snake and she'll be under there. There's some other requirement before you can play as combat units, aka they won't be available as you start the game.

It may be completing a certain mission or leveling up your combat unit's level.

TL;DR Assign female staff to your combat unit and switch from snake to them

I have females in my combat unit.
I have completed the game so that’s not an issue either.

mission 23 there is a objective to extract a female soldier. She is in one of the shacks with a white door in chair of it

If they have a little x in the box that means they're on a deployment or otherwise occupied and you have to wait until that's over to dismiss them.
