Troublemakers send others to the sickbay. If a unit which has two trouble makers has a trouble maker in the unit, the one that remains will start messing with the others. My advice? Don't even bother with them, once you see one, dismiss them.
Personally, I just dismiss all boasters and troublemakers.
I don't know why you would get rid of the boasters. They make perfect bait on FOBs. :)
But yeah, getting rid of troublemakers is a thing that has to happen. I'd rather have them not there messing crap up when I try to develop stuff and they are sending my best guys to sickbay.
Yeah, I need to get a life, I know.

That either means the man I found here was an S+, or they can make their skills look even higher.
You have to be diligent about it though. As soon as one of the two troublemakers gets sent to the sickbay, you need to allocate another. I periodically check for troublemakers in the staff management directory. (sorting by skills, they are between boasters and diplomats)
All violent troublemakers get a C4 backpack. ♥♥♥♥ them.
So they are permanently a troubermaker, the only way to deal with them is to fire their ass.. :(
