Nah, it would take so many extra resources to comb through peoples' files. Resources they already aren't using to fight hackers. The TOS language may be scary but it's a cheap and easy solution.
Just don't go around attracting unwanted attention being a pillaging hacker and u should be fine.
No company will dictate me what i can and cannot do with copy of game for which i paid. I don't gave a f*ck about eula and other similar rules that are full of sh*t, especially if i was cheated by the company like i was by Konami. You can try Konami. You can try.
They won't ban you, they are dikks. We all know that. But they haven't cheated you in any way when it comes to the story or trailers. Everything you saw in the trailers made it into the final game, and the provided you with a finished product which ended with mission 31.
You only paid for the right to play the game, you don't actually own the game. It is not yours. They can do whatever they want. This is why you can decline their rules and move on. But you know what the sad part is? The only way to agree or not to agree with their rules is to first buy the game. You can't decline or read them beforehand. This applies to all games.
I also have quite a few S++ soldiers from a hackers base. They're literally clones of each other.
About the FOV editing, that's an advantage as well and it's also covered in the TOS. Basically, in a nutsell, everything that gives you any kind of advantage against other players is forbidden. But, some games have a FOV option integrated, such as Battlefield, for example. So FOV modification in my opinion would be something less important but it does give advantage over a closer FOV and in MGSV you can't modify FOV without altering game files, an such modification since it gives you an advantage is considered, as I said, illegal.

Why not make it so mods will only work in offline mode instead of banning them altogether how stupid. How about they get off their asses and include the cutscenes that were cut and finsh chapter three? One word greed.
Its basically easier to prevent all mods regardless of what they are than take the time to discern whether they would give unfair advantages in mp. Bit like From Software really.
Even with a soft ban, From can only block you from multiplayer. Same with rockstar and GTA 5. They cannot stop the single player from working. I for one couldn't give two ♥♥♥♥♥ about FOB andf multiplayer.
But like someone said above its more than likely its to prevent extraction and distribution of their crappy cosmetic dlc.
Technically thay can. They just have to revoke the license from your steam account.
Well boys and girls, what would that lead to? Loss of future sales and people who lost access to the game pirating it. I doubt they'd go that far as it really would not be in tehir financial interests.
Konami doesn't care. You think this is all they do? They're like Sega, they have a wealth of other business ventures outside of gaming. I'd wager that actual pachinko machines are both cheaper and make more money than any of these games they release.
Thats what I was thinking. If you refuse the ToS when you load the game, it reverts to offline mode. It doesn't close down on you. I think they're referring to loss of access to the multiplayer side of things.
