Having played both, I'd say they are most similar to the "High" setting.

i think medium + low quality grass and shadows
anyways on pc low and high looks almost the same 'cuz the game has low quality textures (almost in everything except character models) lol

the ps4 version's configuration is fine-tuned from performance profiling (like with all console games), so some settings will not match up with the settings available in the pc version.

that said, you can judge for yourself in some comparsion videos. this guy didn't list his settings but i'd assume they're max : https://www.youtube.com/watch?v=lPKq_M-BScw

main differences i see are the ps4 runs with much blockier shadows and has a significantly shorter draw distance for foliage, especially sprites. from looking at clothing and the horses' muscles it's also clear that a lower quality implementation for ambient occlusion is used.

like i said, i don't think you can just change the graphics options and get the ps4 equivalent experience. shadows down to low or medium might be the only direct option, draw distance doesn't appear to be configurable (and is likely a function of resolution), and ambient occlusion is somewhere between high and off but there's nothing between the two settings on pc. everything else generally appears to match high/max on pc which is impressive. edit: just to clarify, that doesn't mean the settings are high/max, just that it's imperceptible from it (to me). it's common nowadays that medium/high/max settings for a specific effect hardly differ in appearance but vary greatly in performance impact.

Played on both. Didn't notice much of a difference even running at 4K DSR on PC. Huge difference in GTA V though.

PS4 and Xbox One fall very close to the PC's default settings, placing individual presets at either high or medium quality, making this setup perfect for more budget-orientated gaming rigs. The only change from the default mode is in two areas. Model detail on console is slightly worse than the PC's low setting, causing more pop-in across foliage and rocks. However, both PS4 and Xbox One appear to get volumetric clouds this time, allowing for rolling cloud shadows around the Kabul wasteland.
