Memories will always be added to the soul. There is no "complete" memory of which the soul is build. Therefore and by every moment becoming a memory I'd say that no, memories aren't the DNA of the soul.
I see what it's getting at though. In a certain way my genes are a memory of the past. My soul however isn't a fixed thing. It would kinda "grow" with every memory.. ..
