What does it mean by tactical advantages?

I've tried standing in front of a soldier thinking that the cleavage would make the enemy stare at it for couple of seconds giving me a chance to cqc. but nope,so what does it mean? is it just BS?

It is a reference to the outfit in MGS3 where Snake had to take about 20 seconds of time to stare at her chest before any rational thoughts would occur. The tactical advantage is simply EVA's top being open. That doesn't mean it will give you an actual advantage. The DLC costumes are only cosmetic.

I'm fine with the silly little joke, but the boss's sneaking suit says it has noise dampening soles, like the other sneaking suit. However, like normal fatigues, enemies can easily hear me crouch walking up to them.
