For cameras there is no way to destory them without getting somenoene send in to investigate.
YOu can, however, spread aroudn smoke and go through it. Cameras and UAV's can#t see through smoke (and neither can the guards if you use sneaking suit to concel NVG's). They will investigate the smoke, but just spread it to where you wnat to go, quickly move through it, and go down and crawl forward when at the end of the smoke.

No, it#s not a bug (at least not an individual one). devs seem to have forgotten to put osmehting in to disable the notice for everyone after they saw it once or twice.
Smoke still puts the FOB on alert, and notifies defenders that someone is actively touching their stuff.
Only normal alert, not combat alarms. those do not give the defender a notice. Only a ful lcombat alert or doing anything that leaves permanent dmaage alarms them (liek destorying a cam)
It doesn't notify the owner, but it definitely notifies their supporters.
