Meaning everyone truly believed that Vic was Big, and not even his "closest friend" Kaz who tell him apart from the real deal.

His "selling the world", specifically, refers to how Big Boss perpetuates war for the sake of mercenary soldiers, and his own power and influence.
In MG2, Big Boss told Solid Snake that his plan was to eternally perpetuate war, to generate a need for soldiers, so that soldiers would always be in demand, and have a purpose. After the events of MGS3, Big Boss didn't want soldiers to be used and discarded by their nations when convenient.
All of the military groups he founded after that, including MSF, Diamond Dogs, and Outer Heaven, beyond being a counter-force to the Patriots, mainly served as a way for soldiers to fight in wars and conflicts of their choice, for a paycheck, but not be forced to follow the orders of any nation. Notice, this is what you're doing when you send soldiers on Outer Ops / Combat Deployment. Much of your staff is doing stuff all around the world while Big Boss is busy with the "main" missions that you play through.
The other lyrics of the song refer to Big Boss's "Phantom", how everyone thought Big Boss died after Ground Zeroes, and how Big Boss has participated in many battles over the years and seen so many of his comrades die.
