In the end, RNG is RNG but don't trust the success percentage.
The failure rate and troop loss rate in this game are way too high. It is so much more less leniant than Peace Walker, and in Peace Walker your troops fought enemy helicopters, armored vehicles, and tanks far more often. Even then I thought Peace Walker was a tad bit unfair at higher level missions, but man, The Phantom Pain is really bad at it.
There is no leniance at all.
Aside from getting the bullhorn blueprint and some low fail rate/low loss rate online missions to get S ranked or higher troops, there's no reason to continually do these combat missions.
The only times they're worth it is for the missions for the bullhorn blueprint or that online special event mission right now where you get 3 S ranked combat units, lol.
Past that these missions are poo unless you got bad units you wanna kill off.
Not sure if all abilities created equal, but the optimal squad would be S++s with Combat skills.
For rescue the peace keepers, my all S squad has 60% success chance.
