There's a difference between scrapping planned but unrealized or embryonic, but refusing to work out features and cutting out a conclusion to the story(that was voiced, scripted, had a brand new location and from the look of things only lacked effect work and facial capture) due to budgetary/time constraints. - and then putting nothing in it's place to finish the storyline.
And proudly showing it off, despite fans rightfully ♥♥♥♥♥♥♥♥ that the main story is left blown wide open with no conclusion.

He's cheaper than Hayter actually, if you actually lurk some dedicated forums, you'll find sources explaining that starting from MGS2, Dave demanded more and more money for every installment, thinking himself to be irreplaceable.
Hayter flat out admitted on twitter around a year ago, that he got more for a PSP game(PW) than Kiefer got for the entirety of MGSV
And a decade back - during TTS development, barely half of Hayters pay, was enough to pay the whole rest of the cast, makes you think, huh?

Mission 51 isn't even a conclusion. MGS4 is the conclusion. You want to see a really ♥♥♥♥♥♥ ending? Look at RAGE.
if you remember a there was a tweet made by an employee at kojima productions answering a question about why snake doesn't seems to talk a lot in mgsv. he said it would cost too much for snake to talk a lot cuz of Kiefer. of course he later was forced to say it was a joke after it made big news. poor guy probably got fired for it too lol. and Hayter is talking out of his ass. how the hell did Hayter know how much Kiefer getting paid. Hayter was so clueless about MGSV he didn't know there will be a new voice actor for snake and he had to hear about it fromthe internet LOL
Sorry to break it to you, but a story being a prequel does NOT excuse it from not concluding its own internal storyline.

yeah, Hayter is mega salty, no wonder tho - MGS was the only thing keeping him somewhat relevant.
Sad to watch - i enjoyed him in his earlier outings, but his current behavior is flat out embarrassing...
-Lack of time
-Would go ageinst gameplay mechanics
-Not relevant much to story
-Limitations of the engine/machines
-Something went into wrong direction
-To sell it later as DLC(this is much more rare but happens)
-It was so just "placeholder" (mostly models/object but quite often levels too)
