Retried the mission again later when I was doing a staff skill hunting run, and he did get out the vehicle to do his interrogations, even though I was tranq'ing more guards than the last run. There will be bugs, I guess.
Sadly, Konami works on selling insurance instead of bugfixing those.
After identifying him, just ignore his drivethrough, instead rush to the place he's supposed to meet and wait there till he arrives. That's for mission 19.
Mission 14 is probably the worst of these, even a fart can bug it. I suggest using stealth camo PP in crowded areas, never get less than 50m to any soldier and do the mission without any buddy with you. Do not and I mean this, do not touch, take, tranq, fulton, use - ANYTHING. Until you see that the goal is done.
If you notice that some guards are chattying during it, restart the mission. The chat nonrelated to mission objective will instantly bug it.
For me the problem was when the jeep arrived at the camp where they moved to another vehicle, the guy and his entourage would just sit in the jeep forever without moving, even if I made days go by with the cigar. What I did was leave the perimeter of that camp to trigger a checkpoint, then restarted from the checkpoint from the menu. This jostled the AI into continuing to meet the Major and I didn't lose any of the skilled soldiers I extracted so far. Hope this helps someone.
The general consensus around here is that you're better off not necroing an old post full of people that quit playing the game long ago, but instead create new posts around a topic for those who are currently playing.
Not to mention there have been a lot of updates since 2015 that has fixed many of the issues people complained about with the initial release.
