The only reason to buy this is if you have some sort of MGS3 nostalgia.
That, or defeat the boss with non-lethal weapons (I don't remember anymore).
I have tried a couple of sneaking suits in game, and have gone on Side Ops missions at 18:00. I have waited until 00:00 to carry out the mission. I know how to use the suits, and the Stealth weapons to compliment it, but seriously, the way the A.I. spot you so easily, you might as well be doing the mission butt naked, in the middle of the afternoon, for the difference that Sneaking Suit makes.
It comes to something, when the best Sneaking Suit that I have worn in game, currently, is a ♥♥♥♥♥♥♥ Russian Battle Tank.
You actually got it after putting Raikov into the locker and then opening that locker when you come back.

Also, the effects are different.
The base Sneaking suit makes you heal faster
This DLC sneaking suit gives damage resistance (such as battle dress)
The SV- and MGS3 sneaking suit are both cheaper, take less time and have lower requirements to develop the online developments. They also skip the regen and go straight for Defence.
