Can i choose the clothes and gear my FOB guards will use?

If not, thats a bummer and they really need add it.
I'm not talking about the security settings, from there you can choose "close,mid,long-range" lethal, non-lethal,etc.

I'm talking about what uniform they use, if they use mask or not, and choose exactly which weapon they use.

clothes, no (YET another things where MGSV disapoints).
gear, more or less (you just decide if lethal or non lethal).

To an extent. If you choose lethal, they will wear the Battle Dress with the helmet if developed to the appropriate level; if non-lethal, they will use the sneaking suit with a gas mask if developed to the appropriate level.

The range will choose which weapon they will use. All you can do is choose what style of combat, security zones and how many security devices and guards there will be.

They really need to add that feature.
