For cqc, you can tap left click to do a series of punches. I think you can do more moves (take the gun from the guard), but I don't know how to do that.
To get a guard to surrender approach them with a weapon pointed at them without them being alerted by sight/sound. Basically means walking up right behind them quietly, or as they try to get up off the ground. You have to tell them to get down or they will probably shoot you in the back. Sometimes you can't tell them to get down, they might be reaching for a sidearm so just cqc them. They will get up from a surrendered state if found by another guard or you get a combat alert.
RB or Left click while moving slams them to the ground, rendering them stunned.
RB or Left click over body to wake up/knock them out when you hold them up and tell them to "Get Down"
Remember you have to have an interpreter on your staff that speaks the language of the guy you are interrogating. Early game this is Russian, and when you get to Africa it tends to be Afrikaans.
What this move does is instantly disarm the enemy, and he will immediately go into CQC compliance, as you're holding his gun aimed at him. Then you just hold Q and pick a command.
Another tactic for quickly dealing with lots of enemies, but assuring you're not seen hiding them in toilets or dumpsters, or having them wake up elsewhere, is a quick or hard knock out.
Quick knock outs are one tap of the LMB from cover as they approach. Hard knockouts, which keeps them out longer, are 5 taps of LMB while standing as they approach.
You can then just go kick each one in the order you knocked them out (after placing them out of sight if necessary), and point a weapon at them, which automatically makes them stay laying down.
Any enemy in "Get Down" status by the above method or using the CQC command for it, will stay that way until another guard sees them or an alert is raised.
