Mission 32: Soviet soldier sent to assassinate the CIA agent never shows...

(Have done internet searches and watched videos of people accomplishing it. Sorry if I missed something obvious...) I have done this mission many times, including with my wife playing the same mission simultaneously next to me. Some runs were fast so I didn't expect to see the assassin. The last two times I tried opposite strategies.

1) Go in, don't engage anyone until he is being driven back to the palace. Already had E Mines waiting on the north road from post 12. As he arrives at the palace I sniped lethal, as did Quiet. We disengage, he is lead to the (now burned out from... later spoilery incidents) building he is held in. We kill everyone but he is in the cell waiting. Waited forever. No-show.

2) Drove in, laid E-mines on road, scouted the palace, IDed everyone with NO suspicion or spotting. Waited... dropped in Phantom Cig... waited some more... used P.C.... no E Mines hit, no assassin. Sun rises. Everyone is still chilling in the palace/ cells. I slaughtered everyone again.

I must be missing some sort of trigger. I came in from the only non-red LZ, drove down the road then into the sand W of 22, N of 22, E of the searching walker gears, then straight to where you always do the quick extract of Malak (btwn 12 and the Palace). E mines, and waited.

Am I missing a trigger, something obvious, or is my game bugged never to finish this objective?

since that soldier is in the outpost north of the palace, did you try slaying that outpost?
at least Miller says how someone captured that outpost

He needs to go in a building on the Palace then some seconds passes and Miller will contact you about a assassin. He will be in a four by four with a mask.

NQ- You can't reach the outpost, it's out of the mission area.
Bawss- thanks. I can try it, but my wife never entered the building and she did get it. I got closer than she did, in the same area, and no dice.

try sniping that outpost if possible... dunno, not sure what triggers it, worked like a charm for me and I even fultoned all walker gears

I always hide behind the building the soldiers put him and then Miller contacts me about a assassin. Then he comes in four by four the same road they brought the prisoner.
