You can also immobilize one of guard who checks the generator as well.
Camo = Great at day
First, be sure wait until the guard reports to CP that he'll checking the generator when he's near the generator. Once he done talking, either kill or restrain the guard.
Wait until the guard stops talking (When he said "Over.", the HQ will start talking, and to that point you can finally do something about the guard without raising alert), otherwise disturbing the mid communication will raise the caution alert instantly.

You're better off running stealth suit all the time.
soft alerts are so nothing that it barely matters
You'll get spotted from quite afar if you have just the sneaking suit, without camo, even in the.. "campaign". Whilst, if wearing the proper camo for the area you're located (desert, redsand desert, rocky terrain, etc) they'll have a harder time spotting you.
The MGS3 Camo won't hide you any better than vanilla camo, altough it does offer both greenery and sand camo, and Ocelot's division uniform is perfect during the night, but if you're gonna sneak into a base during the night, you might as well get the sneaking suit.
