How to reduce Enemy Prep for Covert Actions Response
Hey all. I figured out how to reduce all the others, but since this game is pretty much all covert ops (if you want), does this mean I just need to get in a tank and blow stuff up to reduce my Covert Action response? Since I'll be going in all Rambo? Obviously, that'll raise everything else, lol. Thanks.

offline combat deployment missions with surveillance camera icon. the exact effect is in the mission description
and playing Rambo only raises combat preparedness

So...thank you for clarifying my question. Now, is there an answer besides the Chicken Hat?

I actually have a question pertaining to this.
I see that there are different icons in the pause menu for different kinds of gear enemies will typically have, but I don't understand what the different colors mean. I assume white is "they have them", red is "they have a lot of them, and gray is "sometimes they have them".
Perhaps an OG can elucidate what the status colors mean in regards to different types of gear.

Here is the manual page[mgstpp-app.konamionline.com] regarding enemy preparedness. As for the colors, white is unprepared, and red is maximum preparedness. And as I said earlier, the automatic "combat deployment" missions that have respective icons lower that kind of preparedness by interrupting the supply of equipment. Which equipment supply will be sabotaged by each deployment is stated in its description.

Right, I get all of that. I know how to interrupt the flow of weapons and supplies to the enemy with Combat Deployments, but they always come back. When I deploy, after the mission, sometimes the white/red icons go away.

For example, if I'm super stealthy, or if I was using a lot of head shots, then stop attacking the head, the helmet prep naturally degrades. I'm trying to get the icons to fade away with my playthroughs, without using the Chicken Hat; not just the temporary solution of Combat Deployments.
there is no "permanent solution". although it is said that if you have killed or extracted all the guards in an outpost, the preparedness doesn't increase. haven't checked this explicitly, but the guards are still unprepared for sniper attacks in my save, despite the constant use of sniper rifles

Okay, I'll try that. I was going for 'S' rating on some of my missions, so I wasn't too focused on extracting the entire base. I'll try that. Appreciate the help. And if all else fails, I can always go in with a T-72 and the chicken hat. =P
