this is all i got from pcgamingwiki

If you make any changes to the graphics options in-game, this preference will be reset. To avoid accidentally doing this, Set TPP_GRAPHICS_CONFIG to Read-Only in Windows.

but many people are saying it's not working for them anymore so look at this guy's comment section and do what he told them https://www.youtube.com/watch?v=O5PMlaW4swg

If the config file is right, then perhaps you have a framerate limit or Vsync forced in NVIDIA Control Panel. Can't really think of any other possibility.

Anyway, I strongly recommend keeping the framerate locked. MGSV wasn't designed to render above 60FPS, so if you remove the limit, you'll encounter various glitches and oddities you otherwise wouldn't.

Plus, the framerate never goes far above 100FPS regardless of the graphical settings. It's really not worth it.

idk.. id be happy to deal with the small inconsistencies. im just too used to 90+ fps now which im not sure i had when this game came out. crazy how long this game has been out felt like it was just a couple years ago when i nolifed the hell out of this game..
but 60fps feels so choppy now. its crazy that during the 360/ps3 days alot of us didn't find an issue with 30fps games.. i can't even imagine how bad that would feel after being used to 144hz for like 8-9 years now

Perfectly works.
But....... The game is hard capped, so at grand max you will get around 90 to 103/110 not more wich is anyway way better then the classic and fuggly 60 fps. :spasm::nuke::ICBM:
