Lore question about the nuclear disarmament

Somewhere along the way in MGSV Venom becomes pretty anti-nuke and there's that whole community wide quest to disarm and remove all of the nukes from player control, but in MG1 Venom snake has seemingly developed another Metal Gear with nukes. Am I forgetting something that happens in the story that changes Venom's heart on that topic? Or is it a commentary about how eventually players will just give up on the disarmament of other player's nukes? Or is it when Venom receives the tape and he loses himself, so to speak, he becomes more bullish about nuclear war?

from what i remember in the opening of mg1 was that outer heaven became the only nation with nuclear weapons meaning they hold the same kind of leverage as "I have a rocket launcher, your opinion is invalid". Maybe mgs 5 fobs is the blue print for how they achieved this idk

Yeah, I can get behind the idea that they've disarmed all of the nukes and somehow ended up with a metal gear since Big Boss seems to accidentally come into possession of those more times than you would think
