He is presumed dead like the actual game but he is actually alive so Amanda wanted Snake to kill him (like what she would want to do in PW when he got captured)
Like Quiet. Snake can choose to kill or recruit him. I suppose this would be Chico PW's plot all over again but he would have get his redemption this time
Some people say this could connect him with Grey Fox but I don't buy it at all. Grey Fox should be a late game character from the original chapter 3 if Kojima wanted to make his origin story.

My head canon has always been that Venom is Chico, and that the medic backstory is ''doublethink''. They started with a blank template, the best soldier, selfless-medic, instead of trying to unpack all the ♥♥♥♥ Chico went through in GZ to wash a new mental profile onto.
The kid blew the op (GZ), spilled his guts a second time, and now he gets to be punished Snake.
It's a total stretch but it works with some of the themes between BB and Chico throughout PW/GZ.
