Maximum level your base units can reach with one FOB?

Definitely, I have 4 fully maxed out fobs and my support platform currently the highest level which is only lv119, I believe I have around 100 S++ in there and the lowest is S.

I'm trying to see how high I can level up my units with just one FOB. I get S+ soldiers from Combat Deployment, but only rarely get an S++ from saving up PF Points. How do you have so many S++?

107 is maximum with one FOB. But you need a lot of S++ soldiers.

This morning I successfully infiltrated five Combat FOBs Lvl 45 - 52. Volunteers were S++(4), S+ (2) & S (25) plus other lower level soldiers. The combat deployments are great for earning Heroic points to enable you to infiltrate "Nuked" FOBs if you can find them with 18 million ESP I never see them . The best way to get the "S" and above soldiers is to infiltrate; I rarely fulton unless it is a S+ non-boaster even then I may pass them by as I am more interested in gaining ESP than soldiers for the PF battles. I routinely get beaten by cheats with Offensive and Defensive levels of over 5 million. You can get the soldiers easier and quicker with infiltrations. I have four complete 4/4 FOBs with the lowest level of soldiers is "S".

Yes just keep invading, you can get them S+ or S++ volunteers after each successful infiltrations, but chance are failrly low though, I count myself lucky if I get 3 S++ in 10 successful infiltrations.

On the rivals fob platform selection screen check for the yellow info box located at the bottom left, you can see the volunteer acquisition probability.

You can see it here, if I decided to invade his lv1 command platform, chance of getting the S+ or S++ volunteer are zero as it states that I will be getting random amount of soldier ranging from S to B. Try choose one that states S+ / S++ etc, but it seem to be available on higher level platform only.

This is the example of volunteers I am getting after succesfully infiltrated a lv40-ish fob.

Depend on which unit you are trying to level up, let say you wanted to level up your R&D department, then you will need to focus and invade R&D platform more often, when you reached the core you will steal 10 of their soldiers specialized in R&D skill and the core reached bonus also gives you random amount of volunteer soldiers specialize in R&D skills too. The 10 soldiers you stole will be staying in your fob brig for.. roughtly 3 days as I observed, and yes the stolen soldiers rank can be as high as S++, depending on the owner if they do not already locked them under direct contract etc, the better your odds of getting one.

Though if you wanted a shortcut you can always look for cheater fob with unusually high number of S++ soldiers etc lol.

And another easy way to acquire S+ and S++ soldiers is through event fob, you can hit the bound dragon and earn some event point. I already made a video of it, though someone might have a faster way to do this, but this work fine for me as I traded around 100 S+ in just a few hours.

Thanks for your helpfulness. I'm really wretched at FOB infiltrations though, so I don't know if this will happen for me. But it's good to know for if I ever do get better at them. Happy gaming!

If we can hit lvl 137, why does it say "max" level reached at 99?

Can you reach level 90 with only the first, free FOB? Definitely. Will it be easy? Hell no.

Like others have said, you're going to need a majority of S++ troops. S++ Troops become quite a grind if you plan to get a full crew of them. It's infinitely easier to get higher levels the more FOBs you have.

Because lvl 99 is when every platform gets the max S level effectiveness for each of their functions. Anything higher is mostly for development requirements.

This week's FOB event is even easier than Bound Dragons. With just tanq pistol and noctocyanin most people should be able to do it in less than 3 mins without knowing how to do FOBs. It wont get you to lvl 99 but you can get several hunded S+ staff.
