A tranq headshot actually makes a lot of sense.
Plus some soldiers based on where you hit them have tranqs not go off; the dart cant hit a helmets plating for example or it just tinks off, learned that the hard way when I tried to retrieve an S class soldier who was a body guard. His helmet made the tranq round TINK! off, whereas if I just aimed a lil' lower it would of hit him.
