About medals
Some questions:

1. Are Distinguished service (round one) medal and service cross mutually exclussive? It seems that, despite the tons of soldier I have extracted, including several dozens of puppets, and the amount of deployment missions I've done, I don't have a single soldier with more than one medal, except for Razor Hedgehog who has the medal of honor and distinguished service.

2. Is there a way to get your existent soldiers a service cross that doesn't imply letting them out of direct contract and be captured on the off-chance that you might recover them?

3. Can they really boost a soldier ability rank beyond S? I've never seen any difference between when you scan a puppet soldier with the binocs and after they've got the medal.

1) Nope. Every soldier can have up to all 3 medals
2) You can put this guy in the intel team and do mission "root cause". it's very easy and takes around 2.5 minutes to finish. Although you'll probably need to put most of the other team members on direct contracts. This way exactly the guy you need will be the prisoner in the mission.
3) Only all 3 medals can boost a rank beyond S.

Distinguished medals are given for completing 3 times mission with S rank or 5 times with A rank. 3 times succesfull FOB invasion counts too. This is the easiest to get, just replay the same mission with same soldier 3 times and all 3 times get S rank and that soldier will get medal.
Yes medals increase stats. You can see soldiers skill bar, there will be yellow colored bar at the top. I have soldiers who was S rank and reached S+ with one or two medals, so yes thats possible.
To get second medal you need your staff to be captured and then rescue them.
Third medal is for succesfully defending your FOB against invader.

Deployment/Dispatch missions don't give medals.

They do, I have a lot of staff who has got a medal exactly when a deployment mission ended (I dare say, even if it wasn't successful). I have never done missions or fobs with anybody other than Sanke or my S+ combat staff but dozens of people have that medal.

Great! I supose emptying the intel team temporarily will also work.

The game frequently runs an auto assign script whenever new staff is recruited.

I know, but I inmediately started mission 22 after dismissing everybody in the waiting room, reasigning everybody in the R&D unit who isnt on direct contract to waiting room, and moving my 6 best combat soldiers to R&D.

It's highly unlikely that even three medals will boost and S rank playing to S+ (and impossible to boost to S++). The character would have to be very close to that anyway.

The solider in your screenshot was already S++. The yellow parts are the bits that are boosted.

I tried, it doesn't work on females. But it did work on gray mongoose, spying harrier and sky centipede which mission 22 didn't work for.

Edit: Also tried mission 17, didn't work.

Ah I didn't try her, just some random ones and the fox/canine females. I guess I could try, have to move everyone around again :)

Faith in humanity depleted. They just magically turn into another dude right? wtf. But the mongoose you mentioned is a one time female S++ staff, have E in combat but S++ in intel, only interested on boosting my combat staff..

Nah they stayed untouched, there was just some random male prisoner there instead, which you don't even get a medal for.

Gray mongoose is the master gunsmith.

Yeah I know, I just wanted to get the medal to make him "perfected".

Although I think the ranks itself are just for the show, what actually counts towards the unit level is the actual amount of ability points (in other words, it does matter if the bar gets higher, even if it doesn't change the alledged rank).
