The best way to utilise DC soldiers, is to place them in your combat team, then you can play as them and get their perk bonus during pvp.
For the TLDR of it. DC only S++ till you have 348 on DC and save 2 spots for staff you would like to play as. Sorry it turned into a book.

Direct Contract protects them, yes. They will never be killed or stolen. They will never appear when an infiltrator comes, but their status and rank does go towards the overall level of the unit they are in.
Like what was already said. This is most useful to be able to play as that staff member. You have to put them in the Combat unit to be able to play as them.
From personal experience..... Direct S++ up to 348 staff members. This will help protect your S++ staff when you're in your growing stages. You get 350 DC's total, so up to 350 are protected.
You typically want to save a couple DC's for the staff members you want to play as. When it comes to FOB, it's most beneficial to play as a lower rank staff member that will provide you with x2.0 ESPG. It can be tricky to find the right guy to play as and keep x2.0. If you use S++ or other high ranking staff members you can find yourself receiving very little ESPG as they go less than 1. x0.89 is the one I'm currently playing, but I'm only earning them medals and moving on. Most people end up playing with Doom Kangaroo, which I do recommend DCing as soon as you get him.
Okay. That leads to a whole other thing that needs to be explained. Staff can earn up to 3 medals. You will get your first one when you complete 3 missions whether they are field missions (not sideops, actual missions) or if they're FOB missions. Doom Kangaroo (The guy in Heavy Armor in The War Economy mission, Mission 21) is x2.0 before he gets his first medal. I think it's around x1.56, I think, when he gets his first medal and it drops again to x1.26 on his 3rd medal. Usually I play with one medal, so it's still a pretty decent return on your infiltrations. I must have been playing as him when I defended once because he has the FOB defense medal too. Kill an intruder and you'll earn another medal, which is how he got it I'm sure.
The thing about rank and medals and playing as a low rank beyond ESPG is that you also want your character to be able to tank 1 mine. All EEEEE characters can't tank a mine, they die. If they can't tank a mine you'll be hard pressed to ghost a base. Most bridge blocks will prevent it and if you don't tank it and shoot it, that sends notification to the base owner (and supporters). So you want to be able to tank a mine, then recover and heal after damage has been taken. Doom Kangaroo is probably one of the best for that, but I haven't played as every character in the game either. There might be a better character that you can raise up and retain a x2.0. You find that guy, come back and let everyone know. Retaining x2.0 and being able to tank a mine after earning multiple medals would be ideal, but I think that would take a while to figure out exactly who and where to get them.
