Report a translation problem
It can be defeated with a sniper rifle from the deck you land on, but you have to account for bullet drop. Or you can make your way across a couple decks and shoot him from a bit closer.

Here's a quick example of how easy it is. I cross 2 platforms and shoot him from the other side of the 2nd platform. I didn't get the bullet drop quite right so I had to shoot him again after he fell. I'm using the RP for the non-target guys, but really any tranq weapon will work on these guys. For real FOB you'll need the RP, but for now, tranq will work to get you through it.
Just keep in mind, there are 2 guys that come to that spot. one is your target, the other is not. That is showcased in this video. Make sure Ocelot talks to you and that's the guy. From that distance he'll say something about needing to get closer to be sure, but if he's talking, that's the guy. The other guy gets no response from Ocelot. or is it miller that's talking? No, I think it's Ocelot.

Also keep in mind that the AI guys aren't always in the same place. Like the first one I shoot, sometimes he's next to the stairs over by the silos and not that far back as it has shown in these two videos.
I did it with a Girl in a Meg suit with an RP, Sleep nades and a single smoke nade. I didn't even mean for it to be smoke, but it did the job to keep him where he was till I got out of dodge.
I finally managed it today, thanks to your help. Finding one's way to a good sniper point on the closest platform to the commander was the trickiest part, and doing it stealthily was made easier using the temporary invisibilty ghismo!
So now I can finally get to build a FOB. Been waiting for this point!
I don't think it's available for actual FOB infiltrations, so you'll have to learn how to do them without invisibility. It's not really that hard. It does take practice though. Lots and lots of practice. When I first started, i'd fail 99% of the time. Now I succeed 80% of the time, but we're talking years of playing to get to that point.
The swimsuits for the ladies unlock with FOB Events I believe. They are usually in fatigues if you prefer. That was just the girl I was using at the time andI like to give myself a challenge, so have them go almost bare. I'm going through and earning medals for some of my staff, so who I play with is always changing.
