HELP! SIDE OP 55 - Exctract the Wandering Mother Base Soldier 05

Whenever I go into his area, he doesn't show up. DD never smells him, the Love Deterrence and Cardboard Box methods haven't worked, and sonar doesn't pick him up. I don't know if I chased him out of the side op zone or how to get him back. Any help is appreciated.

try getting back to mother base and then go to his location once again, also try using NVG
